This album came out as a free download via the now defunct Magic Goat Music website. The music from the files was insanely distorted what didn't feel right, even though Bad Children is referred to as a lo-fi record. However, it is possible to normalize the audio files individually with a professional audio editor or DAW. It's not just about reducing the volume, but bringing the wave form down to a normal level, and make the tunes sound like they should sound.
